Renewal every two years: the clock, the fee, the five-year window, and what an expired license means mid-job

A contractor's license lasts two years and then it does not, and the day after expiration the plumber is unlicensed in every way that matters: contracts unenforceable, collection barred, permits refused, and a misdemeanor for each job. This lesson is the clock (two years from the end of the issuance month), the process (the board's form, the fee, and the bond and workers' compensation that must be current), the five-year window to renew late with a delinquency fee, what happens to jobs in progress on the day the license expires, and the calendar entry that prevents all of it.
What the full lesson covers
- The license expires two years from the last day of the month it was issued or last renewed (B&P 7140); renewing before expiration continues it from the original expiration date, so renewing early costs nothing.
- Renew on the board's form with the fee; the bond and workers' compensation (or exemption) must be on file, or the renewal is issued and immediately suspended.
- An expired license may be renewed within five years with the renewal fee and a delinquency fee (7141); an incomplete application filed by the expiration date and corrected within 30 days avoids the delinquency fee; after five years it is a new application.
- Work performed while expired is unlicensed work: no permits, no enforceable contract, no right to collect (7031), a misdemeanor (7028), and a four-year complaint window on it.
