Code cycles: the 2025 California Plumbing Code took effect January 1, 2026; the intervening supplement lands July 1, 2027; the 2028 code on January 1, 2029. How to track them
The plumbing code a plumber is inspected against changes on a schedule: a new California Plumbing Code every three years, effective January 1 of the year after publication, with an intervening supplement halfway through, plus each city's local amendments filed on their own timeline. The 2025 California Plumbing Code took effect January 1, 2026; the intervening supplement takes effect July 1, 2027; the 2028 code takes effect January 1, 2029. - Title 24 is adopted on a triennial cycle by the Building Standards Commission and takes effect 180 days after publication (H&S 18941.5): the 2025 CPC published July 1, 2025, effective January 1, 2026; the intervening supplement published January 1, 2027, effective July 1, 2027; the 2028 code published July 1, 2028, effective January 1, 2029.
- The edition in effect on the date the permit application is filed governs the job, under the jurisdiction's transition rules; a job permitted in December 2025 was inspected to the 2022 code, one permitted in January 2026 to the 2025 code.
- Cities and counties adopt each edition by ordinance and may add more restrictive amendments with findings (H&S 17958.5); the city's amendment ordinance is the second document to read each cycle.
